22,000 is a lot of dead people

Myanmar state radio says cyclone death toll soars above 22,000. First, Myanmar is Burma. I had to figure that out. About the government there, First Lady Laura Bush said, "We know already that they are very inept." Not to call her out or anything, but what would she call the response to Hurricane Katrina? The model for disaster relief? But, at least we've got a good warning system infrastructure here.
